Section 8 Housing Choice Voucher Program

The HAJP administers, through its Contractor, 4,730 Housing Choice Vouchers (HCV) in Jefferson Parish. The Section 8 Program Office is located at:

Families with vouchers are able to lease privately-owned housing by paying a portion of the rent (approximately 30% to 40% of their adjusted gross income), with the HAJP paying the balance.  Units must meet applicable Housing Quality Standards and rents must not exceed the Payment Standards established by the HAJP. 


How the Program Works

As an application is selected from the waiting list and the family is certified as eligible for the program, that family will be issued a Housing Choice Voucher.  That voucher will establish the size unit for which the family qualifies and the amount of time it will have to find an acceptable unit.  Once the voucher is issued, the family may search anywhere in Jefferson Parish for a qualifying unit that meets its needs.  The owner of that unit must complete a form called a “Request for Tenancy Approval (RFTA)” and return it to the Section 8 Office for review and processing. An inspection of the unit the family selected will be performed. If the unit passes the inspection and the rent is reasonable, the RFTA will be approved. Then the family and the owner will be authorized to enter into a lease and the owner will sign a Housing Assistance Payments Contract with the HAJP.



The amount of rent that may be charged for a unit is limited by the HAJP’s Payment Standards.  Payment Standards establish the basis upon which subsidy for each participating family is calculated. Payment Standards also establish, in general, the maximum amount that a unit may be rented for, utilities included.  Current payment standards are set at 100% of the HUD-determined Fair Market Rent (FMR) for the New Orleans metropolitan area.  Once the participating family’s share of the rent is determined (usually 30% of adjusted monthly income), the HAJP will pay difference up to an amount equal to the payment standard or the unit’s rent (including utilities), whichever is less.   The family will be required to pay its share of the rent directly to the owner /landlord while the HAJP will pay the balance of the rent directly to the owner /landlord.  If the participating family is required to make direct payments for utilities, the HAJP will give that family a utility allowance. That utility allowance will be based on the size of the unit and the types of utilities the family is required to pay, and that amount of the utility allowance will be deducted from the amount the family is required to pay for rent.
